1. Capital
Minimum capital for a DOO starts at €1 — so capital is not a barrier to formation. This is one of the factors that make Montenegro attractive with its low entry cost.
2. Formation-stage costs
Typically these items come into play at formation:
- Notary and official fees: articles-of-association approval, registration fees (relatively low, per official tariffs)
- Registration procedures: Central Business Registry (CRPS) registration
- Tax registration (PIB) and VAT registration if needed
- Seal and statutory ledgers
- Service/consultancy fee: if you have the formation handled professionally (varies by scope)
Note: Official fees are relatively low; the total cost is mostly determined by the scope of the service you take and the need for remote/PoA handling.
3. Recurring (annual) costs
Forming the company is one-off; keeping it running is continuous:
- Accounting: monthly bookkeeping, VAT and payroll (by transaction volume and number of employees)
- Year-end: corporate tax filing and closing
- Address/office: may be required for operations and the account
- Banking: account operating fees (by bank)
4. Tax burden
Don’t forget tax in cost planning:
- Corporate tax is progressive: 9% up to €100,000.
- If you renew residence via a company, the 17 January 2026 rule means the company is expected to have paid at least €5,000 in annual tax/social security — this should be counted as a kind of minimum burden.
5. Factors affecting cost
- Formation only, or a package including accounting + residence support?
- Need for remote/PoA handling (translation, apostille)
- Employee hiring (payroll/social security)
- VAT status and transaction volume
So rather than “a single figure,” a bespoke proposal tailored to your needs is best.
